Synopsis |
Warren E. Hearnes was born on July 24, 1923. He was elected to the Missouri House of Representatives in 1950 while still a law student at University of Missouri. He served in the House for ten years, until 1961. He then moved up to Secretary of State for one term (1961-1965) before winning the governors race of 1964. He made history by helping to change the state constitution allowing for consecutive gubernatorial terms, and served his second term, 1969-1973. For his most recent official biographic entry, see the Official Manual of the State of Missouri, 1971-1972. For other printed sources, see David D. March, The History of Missouri, IV (New York: Lewis Historical Pub. Co., 1967), pages 1141-1142; Bob Priddy, Across Our Wide Missouri, vol.1 (Independence, MO: Independence Pr., 1982), pages 35-37. At this writing, two full-length biographies of the Governor are under composition. Governor Hearnes rapidly responded to our request for an interview. I met him at his law office on a sunny April morning in the southeastern Missouri town of Charleston. A veteran of interviews, Governor Hearnes provided several occasions during which time I could set up or check equipment. The interview was conducted with a plan for a second, follow-up session, and thus the following transcript does not capture the entire scope of the Governors career, and in fact, focuses more heavily on his early legislative career than on the governorship itself. |
